The President expresses his conviction that the principles of division of powers and the independence of the judiciary lie at the heart of the rule-of-law state and cannot be put under condition, no matter what the aim of the amendments of an individual law is. Therefore the Head of State will use the powers that the Constitution provides him with and will refer the case to the Constitutional Court.

Bulgaria is going through a long-lasting crisis: at the beginning of the year the government tendered its resignation because of protests, currently there is opposition against corruption in politics. Only one person seems not to be suffering damage from that: Rosen Plevneliev. The President is popular and he has won recognition as a good manager in times of crisis. „I do hope that the Bulgarian politicians, I include myself in this category, will not miss the historical chance and will not fall into disgrace by refusing to reach for the hand the citizens have extended for change.” This is what President Rosen Plevneliev said when launching the European Commission Citizen Dialogue initiative, which will be held today in the Central Military Club in Sofia. The Head of State and Vivian Redding, deputy chief of the EC opened the debate which is part of the dialogues of the EC with the Europeans in the European year of the citizens and ahead of the forthcoming elections for European Parliament in 2014.
