Consultative Council on National Security Act

Art. 1. Consultative Council on National Security is a consultative body on matters of national security.

Art. 2. (1) The Consultative Council on National Security is headed by the President of the Republic of Bulgaria.

3 (2) The members of the Advisory Council on National Security are the:
1. President of the National Assembly;
2. Prime Minister;
3. Minister of Defence;
4. Minister of Interior;
5. Minister of Foreign Affairs;
6. Minister of Finance;
7. Chief of the General Staff of the Bulgarian Army;
8. One representative of each parliamentary group.

(3) Depending on the issues discussed, at the discretion of the Consultative Council on National Security, other

government and political parties may participate in its meetings.

Art. 3. The Consultative on National Security Council discusses issues of the:
1. Domestic and foreign policy of the country in relation to national security;
2. Ensuring civil peace, public order, the rights and interests of Bulgarian citizens;
3. Actions to intercept or prevent a risk to national security.

Art. 4. The Consultative Council on National Security issue opinions and suggestions.

Art. 5. (1) Meetings of the Consultative Council on National Security may be ordinary or extraordinary.
(2) Regular meetings are held at least once every three months.
(3) By the decision of the President of the Republic of Bulgaria or in the case of art. 100, para. 4 and 5 of the

Constitution of the Republic of Bulgaria, an extraordinary meeting may be held.
(4) The quorum for meetings is at least two-thirds of the members of the Consultative Council on National Security.
(5) The meetings of the Consultative Council on National Security are closed.

Art. 6. The Consultative Council on National Security shall adopt internal rules on the organisation, distribution

and implementation of its work.

Art. 7. The funds required for the work of the Consultative Council on National Security shall be provided from the

budget of the Presidency.

Transitional and Final Provisions

1. This law is adopted pursuant to Art. 100, para. 3 of the Constitution of the Republic of Bulgaria.

2. Implementation of this Act is assigned to the President of the Republic of Bulgaria.

The law was passed by the 36th National Assembly on January 28 1994 and is stamped with the state seal.
