President Rosen Plevneliev: the Global Challenges Cannot be Efficiently solved only on the Local Level

The European states cannot hope to remain as islands of stability by isolating themselves from the crises surrounding them. The dynamic changes around us require that we pool efforts to seek common approaches and solutions. This is what President Rosen Plevneliev said, who took part in the forum “Global conflicts and Shared Responsibilities” held in Munich today.  The Head of State is on a working visit in the Federal Republic of Germany to take part in the 52nd Munich Security Conference. The Head of State highlighted the fight against terrorism, on the one hand, and the conflict in Syria and the increased migration pressure, on the other, as the two major challenges the international community is facing and emphasized the necessity to take joint actions not only within the EU, but also in the UN.


Rosen Plevneliev was adamant that the states and international institutions should focus their attention on the early identification of crises and on ensuring mechanisms for their prevention.  “Unfortunately, we are still witnessing more debates and less sustainable solutions,” the President said. In the Head of State’s view, the numerous crises and conflicts throughout the world once again prove the need of conducting reforms in the Security Council. “It is very important to improve the mechanisms for dialogue between the permanent members of the Security Council and the different regional forces, which would make possible fast decision-making so that the escalation of a given crisis is prevented. Obviously, legitimate institutions, such as the Security Council, need more efficiency in their work,” President Plevneliev commented.


The Head of State further said that the efforts made to formulate a common EU policy on the migration pressure, made by the Dutch Presidency in the first half of 2016, give hopes and "fragile optimism" for achieving specific results. “I very much hope that all EU member states have realized that we need solidarity to resolve this issue,” Rosen Plevneliev said. The president added that this does not lift the responsibility of the individual member states for guarding the external EU borders and called on for even closer cooperation with Syria's neighbours, which bear the main burden of receiving refugees from the conflict areas in the Middle East. Tomorrow the Head of State will hold a meeting with the King of Jordan Abdullah II bin al-Hussein.


Later today President Rosen Plevneliev will attend the ceremony of the official opening of the 52nd Munich Security Conference. Within the forum the Head of State will hold a meeting with Georgian Prime Minister Giorgi Kvirikashvili.
