The council of Presidents met for a second year in a row at 2 Dondukov street. The Head of State’s initiative was launched in 2013 and became a tradition for the institution.
 
The Presidents of Bulgaria Zhelyo Zhelev, Petar Stoyanov, Georgi Purvanov and Rosen Plevneliev shared the opinion that it is extremely important not to abandon the ideal set by the Bulgarian leaders and representatives of the Revival Process and revolutionaries. The year when the elections for European Parliament will be held provides an excellent opportunity to attain the ideal because Bulgarian patriotism has always been pro-European. Generations of Bulgarians have worked for and wished that Bulgaria occupies a worthy place in Europe. The Presidents called on for heading in the same direction, not diverting from it. What will improve the people’s standard of living is not conducting revolutions, but a consistent strengthening of all achievements and hard work on the national priorities. According to the Heads of State, in the difficult situation our country is in, the political leaders should display a responsible attitude and find the topics to unite around.
 
The past year gave us many occasions to ask ourselves what is the limit of the normal political clashes and beyond which it becomes destructive. Today the public trust in the institutions is extremely low. To restore it, we should seek to adopt a constructive approach and engage in dialogue. The senseless political clashes, resorting to revenge and trading groundless accusations distance the people from the political elite. This approach provokes mistrust in the political system and its institutions, yet they are the backbone of the state.  
 
Presidents Zhelev, Stoyanov, Purvanov and Plevneliev shared the opinion that all will have to work hard so that the public trust in the institutions is restored. In their opinion, it is important that the people feel they are part of the decision-making process, including by using the tools of direct democracy.
 
The Constitution is the fundamentals of statehood. Although some amendments can be made, they should be made carefully and by showing respect. Bulgaria Zhelyo Zhelev, Petar Stoyanov, Georgi Purvanov and Rosen Plevneliev believe that the Constitution can be amended only after a broad consensus on the necessary changes is reached.  Not populist promises but engaging in a public dialogue is necessary to this effect. It is then that concrete texts can be prepared on which a political and public consent is also necessary.
