MEGLENA PLUGTSCHIEVA

Dr. Eng. Meglena Plugtschieva- Alexandrova graduated from the First Language High School with teaching in German and English in Varna. She is a graduate engineer in forestry and ecology at the Forestry University. She holds a PhD in agricultural sciences, and specialised in Germany in the field of forest ecology and policy. She was awarded the title "Doctor Honoris Causa" of the Forestry University.

She has many years of experience in government, diplomacy and European politics. She was Deputy Minister of Agriculture (2001–2004), where she led negotiations with the EU in the Agriculture sector, and Ambassador of Bulgaria to Germany (2004–2008).

In 2008–2009, she held the position of Deputy Prime Minister, responsible for the management of European funds. In the period 2009–2012, she was a Member of Parliament and Deputy Chair of the Parliamentary Committee on European Affairs. She was Ambassador Extraordinary and Plenipotentiary of the Republic of Bulgaria to Montenegro (2019–2023), as well as to Switzerland and Liechtenstein (2012–2018).

She is the holder of numerous prestigious awards, including high state awards from Germany and Bulgaria, as well as international recognition for her contribution to European integration and diplomacy.

During the period 2023–2026, she was an ambassador and consultant to the Union of Health Tourism, Balneology and SPA.

By Decree No. 118 of March 19, 2026, she was appointed Secretary of the President for Foreign Policy.

She is fluent in German, English and Russian.
