Silva Dyukendjieva was born in 1966 in Sofia.

She completed her secondary education in 1984 at High School 22nd Georgi Rakovski in Sofia.

She graduated in Law in 1998.

From 2007 to 2014 she was a member of the Central Electoral Commission for the election of Members of the National Assembly, the Central Electoral Commission for the election of Members of the European Parliament from the Republic of Bulgaria, and the Central Electoral Commission for local elections.

From 2019 to 2021 she was Deputy Chairperson of the Central Electoral Commission.

From 2012 to 2019, she was a legal advisor at the Constitutional Court of the Republic of Bulgaria.

From 2003 to 2011, she was Chief Expert at the Legal Council in the Administration of the President of the Republic of Bulgaria.

She speaks Russian.

She was appointed Legal Advisor by Presidential Decree No. 143 of 18 May 2021. In the second term of President Rumen Radev, she was appointed Legal Advisor by Decree No. 25 of 22 January 2022.

By Decree No. 206 of 11 June 2026, she was reappointed Secretary for Legal Affairs to the President of the Republic of Bulgaria.
