The President returned for further debate in the National Assembly the provisions of the Law amending the State Budget Act of the Republic of Bulgaria for 2013.

The President expresses his conviction that the principles of division of powers and the independence of the judiciary lie at the heart of the rule-of-law state and cannot be put under condition, no matter what the aim of the amendments of an individual law is. Therefore the Head of State will use the powers that the Constitution provides him with and will refer the case to the Constitutional Court.

Bulgaria is going through a long-lasting crisis: at the beginning of the year the government tendered its resignation because of protests, currently there is opposition against corruption in politics. Only one person seems not to be suffering damage from that: Rosen Plevneliev. The President is popular and he has won recognition as a good manager in times of crisis.
