President Rosen Plevneliev signed a decree, in compliance with his constitutional powers, by virtue of which he proposes that the National Assembly elect Plamen Oresharski as prime minister of the next Bulgarian government. This happened after the candidate for prime minister, nominated by the second largest parliamentary group in the National Assembly, presented to the Head of State the membership and structure of the Council of Ministers, with which the exploratory mandate handed a couple of days ago was successfully completed.

“I am not entitled by virtue of the Constitution to make an assessment of the proposed membership and structure of the Council of Ministers. It is the Parliament that should make such an assessment by putting forward solutions and holding debates.  I am still adamant that Bulgaria needs a new government as soon as possible, which from the very first day will start working on tasks that are long overdue. It is the citizens that will make the most difficult, most sincere, most truthful and most important assessment,” the President emphasized in a statement made after the meeting.  The Head of State added that prerequisites were necessary to resolve the urgent problems the nation is facing, including the demographic problem, the problem of securing justice and above all the problem related to restoring public trust in the politicians. “Neither of the politicians, myself among others, finds it easy to work under the conditions of a relatively low public trust and therefore I respect Mr. Oresharski’s decision to assume responsibility at such a difficult for the nation moment,” the Head of State said.

The President recalled that solutions should be found in the energy sector, in improving the business environment, in ensuring economic growth, in supporting the small and medium-sized enterprises, as well as pursuing policies in the spheres of incomes and employment. The Head of State voiced his support for ensuring predictability and “competent institutions which would impose rules, guarantee that these rules are observed, and guarantee predictability in the work of the administration and business environment.”

President Rosen Plevneliev welcomed the attempts made by the candidate for prime minister to reach a broad consensus on the set priorities, including political parties that are not represented in Parliament, representatives of the business circles, of the labor unions and the civil organizations. “It is essential now that the commitments taken on are clearly formulated, that they are in line with public expectations and that they yield results,” the President said and once again called on the politicians to ensure continuity on the priorities which are of strategic importance for our country. “We are obliged to meet public expectations and perform the difficult tasks that the public entrusted us with. It is the Bulgarian citizens that will make an assessment,” the Head of State further added and wished Plamen Oresharski and his team success.
