Rosen Plevneliev: Bulgaria’s democratic system should not be undermined

The Consultative Council for National Security (CCNS) reached a general consensus on a statement and proposals concerning the risks and threats to the country posed by the political and social crisis. This is what President Rosen Plevneliev said at the end of the fourth meeting of the Consultative Council. The participants in the CCNS reached a general agreement that Bulgaria’s democratic system should not be undermined.

According to the statement made by the Consultative Council, risks to the normal functioning of the institutions in Bulgaria, as well as such for escalation of the tension in the country have arisen.  The only way out of this situation is to hold an early general election. The CCNS statement further argues that purposeful actions taken by the president, the National Assembly, the outgoing government and the local authorities are needed to overcome the crisis. The participants in the meeting unanimously voiced the opinion that all actions of the institutions and the political parties, in a dialogue with civil society, should be directed at strengthening the democratic processes, the stability of the institutions and preserving civil peace and public order.

The Consultative Council for National Security decided that the National Assembly and the Council of Ministers should assume the commitment to take urgent measures and make decisions to resolve the problems that provoked the protests. Among them are the amendments to the Energy Law, which will make it possible to reduce the electricity rates and thus improve the Bulgarian people’s social status, the imposition of a moratorium on transactions involving the management and the performance of construction works on state-owned and municipal property on the beaches along the Black Sea Coast and others, the CCNS statement further argues.

President Rosen Plevneliev informed that the National Assembly will take on the commitment to draft a special program concerning the urgent measures and activities that should be performed by the end of its term in office. “A lot of specific initiatives will be launched in a dialogue with the civil organizations and at the different levels of competent state authorities,” the head of state added.

In his address to the nation that the president is to make from the National Assembly rostrum on 28 February he will propose specific measures to meet some of the public demands and set clear deadlines. “We will guarantee that civil peace and the rule of law be preserved in the state. We are grateful to the Bulgarian citizens and the protesters who demonstrated their will and voiced their position in a democratic way”, President Rosen Plevneliev further added.
