In compliance with the provisions stipulated in the Constitution, President Rosen Plevneliev handed down the exploratory mandate for forming a government to the GERB political party. The mandate was turned down by the party’s chairman and outgoing Prime Minister Boyko Borisov.

The potential of the 41st National Assembly is now seen as depleted. However, a possible caretaker government will be formed by strict adherence to the procedure stipulated in the Republic of Bulgaria’s Constitution. This is what President Rosen Plevneliev said after he opened the consultations with representatives of the parliamentary groups on giving an exploratory mandate for forming a government within the current National Assembly.

"The government is going, but the outstanding problems remain. These problems range from the people’s protests against the high electricity bills and monopolies to demands for amendments of the constitution. The people must know that Bulgaria’s constitution is no hindrance to eliminating the monopolies."

The checks conducted in the energy sector should not be limited to the power distribution companies, but should also include the State Energy and Water Regulatory Commission, the Bulgarian Energy Holding and the National Electric Company. This is what President Rosen Plevneliev said in his statement on the mass protests held throughout the country in recent days over the high prices of electricity.
